I can see the resemblance, but I did not base his design on Mew.

If you expand the white stroke on the bottom one it would make a good sticker. There are tutorials on how to do this on YouTube.
Of note: he does seem to get hit in the head a lot.
I've heard that explained the following way;
The alternative would be to have the baddies shot him and that would be the end of the series.
Though, to be fair, it is not always a baddy that knocks him out, so it is not a complete explanation. 🙂
